How well did California utilities do in summer 2015 compared to their mandated conservation targets?
In 2015, Governor Jerry Brown mandated the first-ever water use restrictions for the state. The collective goal was to achieve statewide water savings amounting to 25% with respect to water use in 2013. Each utility was assigned a specific conservation target between 4% to 36% depending on their starting residential water use per capita. This visualization investigates if agencies achieved those goals.
As the plot shows, many utilities with low conservation mandates were able to achieve and even surpass their goals, while some agencies with higher mandates were not able to meet them.
*Both the conservation mandates and conservation levels in 2015 are computed with respect to 2013 baseline water production.
